This research aims to analyze the relationship between knowledge management and human talent management in the public sector in order to determine its impact on organizational performance and institutional capacity strengthening. The study is based on the premise that knowledge represents a strategic resource for state modernization and public value creation. Methodologically, a qualitative descriptive–analytical approach was adopted, supported by a systematic review of recent scientific literature and documentary analysis of studies related to knowledge management, human talent management, and public innovation. The findings indicate that the strategic integration of knowledge creation, transfer, and application processes with human talent practices —such as training, competency-based management, and performance evaluation— enhances organizational learning, administrative continuity, and institutional innovation. Additionally, mediating factors such as organizational culture, leadership, and technological infrastructure were identified as key elements influencing effectiveness. It is concluded that consolidating integrated models of knowledge management and human talent management is essential for strengthening institutional capacity and promoting a more efficient, learning-oriented public administration..
