Los autores los clasifican como formas alternativas y subversivas de gobernanza realizadas por actores periféricos marginales (y a menudo invisibles). El volumen estudia cómo lo informal y lo extralegal se desarrollan a nivel transnacional y, en particular, cómo y por qué han sido/están siendo progresivamente criminalizados e integrados en la construcción de peligros globales y locales; cómo los fenómenos antes mencionados están integrados en un orden de seguridad posliberal; y si dan forma a nuevos estados de excepción y generan pánico moral cuya función última es regulatoria, disciplinaria y de elaboración de prácticas de ordenamiento político.
