Este libro revisa y analiza las medidas innovadoras introducidas, las lecciones aprendidas y los problemas encontrados por provincias, ciudades y condados seleccionados y representativos con respecto a la apertura de los asuntos del gobierno local. Para ello, se centra en campos que están estrechamente relacionados con el desarrollo económico y social y con los intereses vitales de los pueblos y que, por tanto, han despertado grandes preocupaciones sociales, como la divulgación previa de las principales decisiones, la interpretación de las políticas, optimización del entorno empresarial, y educación. A su vez, el libro aborda la estandarización respecto de la apertura de los asuntos gubernamentales; A este respecto, numerosos departamentos del Consejo de Estado y gobiernos locales de distintos niveles ya han emprendido una labor piloto, a fin de sentar las bases para lograr la apertura de los asuntos gubernamentales en todo el país. A continuación, el libro analiza los problemas actuales en este sentido, considera las perspectivas de futuro y propone soluciones adecuadas. |
