This article analyzes the impact of youth employment public policies implemented in Colombia between 2020 and 2024, evaluating their coherence with constitutional fundamental rights, with emphasis on the city of Bucaramanga, Santander. Using a hermeneutic-legal approach and contrasting the normative framework (Laws 1429/2010, 1780/2016, 2155/2021, and 2214/2022), constitutional jurisprudence (C-507/2008, C-030/2019, T-778/2014, SU-588/2022, and C-646/2021), and official statistical evidence, the study examines whether these policies materialized decent work standards or reproduced precariousness dynamics. Findings reveal a significant gap between national legislative design and effective protection of fundamental rights at the local level: youth unemployment in Bucaramanga reached 21.1% in Q1 2024, with an 18% decline in youth employment compared to 2023. The study concludes that temporary incentive policies failed to generate sustained labor stability, and that Law 2466 of 2025 represents a legislative correction toward decent work. |
