The article addresses the problems arising from the duality of jurisdiction in the Civil Registry in Colombia, where the National Civil Registry and the Superintendency of Notaries and Registries share responsibilities. This system creates administrative barriers that affect citizens' access to fundamental rights such as health, justice, and the pension system, due to the lack of a unified system that facilitates the obtaining of essential documents for the resolution of legal situations. The methodology used in this study is qualitative, based on a content analysis of legal documents and regulations related to civil registration. It highlights the inefficiency in the management of civil registration, especially in rural areas, where citizens must deal with complex procedures, travel to different locations to obtain documents, and cope with the loss or deterioration of records. This lack of coordination between entities contributes to confusion and hinders timely access to services. The article concludes with the need for a unified and coordinated management system that optimizes waiting times and reduces costs for citizens. In addition, it proposes reforming regulatory and administrative frameworks to improve the effectiveness of the civil registry system, ensuring more agile and efficient access to documents that are essential for exercising fundamental rights. |
