Resumen:	This study seeks to understand the relationships between public policy and entrepreneurship and social innovation among rural youth in the Department of Caldas, Colombia. To achieve this objective, a theoretical model is proposed that traces the generation of social innovation from social entrepreneurship and shows the interaction and configuration of the causal mechanisms involved. This was tested in seven social enterprises led by rural youth in the department of Caldas, using the Process Tracing methodology employing in-depth interviews. The results show that there are public policy devices that affect social enterprises. Additionally, they indicate that there are various formal systems of public policy, or from the Neo-institutional approach formal rules (training, financing, technological development and network strengthening), that contribute to the configuration of social capital.
