El TPP fue negociado entre 12 países económicamente diversos, incluidos algunos de los más desarrollados y ricos (es decir, Estados Unidos, Japón, Australia, Canadá, Nueva Zelanda y Singapur), algunos países recientemente industrializados (es decir, México y Malasia), y algunos países menos desarrollados (es decir, Perú, Chile y Vietnam).
