This doctoral research examines how the management of secondary and tertiary road networks in Riosucio (Chocó, Colombia), from 2016 to 2024, contributes to the progressive realization of the collective right to public space, adequate road infrastructure, and dignified transport within the Peace Agreement context. Using a mixed-methods design (with a descriptive statistics quantitative component) and an interpretive lens, the study triangulates documentary sources, stakeholder surveys, semi-structured interviews, and current legal frameworks. Variables are operationalized and linked through the public road investment ↔ armed conflict ↔ peacebuilding relationship. Findings reveal structural weaknesses in planning, execution, and oversight, and discontinuities due to government turnover; simultaneously, they show that adopting Service Level Agreements (SLAs) per corridor and rights-based outcome indicators (access, passability, affordability, continuity, safety, public transport coverage) directs spending toward effective rights fulfillment. The Critical Projects Committee emerges as a rights-guaranteeing hinge (traceability, reasoned decisions, meaningful participation, and interoperability with SECOP–SUIFP–GESPROY). The research concludes that organizational capacities, meaningful community participation, and territorial planning with spatial justice are essential for rural roads to enable fundamental rights and strengthen social and territorial cohesion in historically excluded regions. |
