La asimetría constitucional significa que las unidades que componen una federación no tienen relaciones de igualdad entre sí y con la autoridad federal. En las teorías federales tradicionales, esto se considera una anomalía. El grado de simetría y asimetría se considera un indicador del grado de armonía o conflicto dentro de cada sistema. Por lo tanto, se tiende a fomentar los procesos de simetrización para asegurar la estabilidad del sistema político. Patricia Popelier es profesora titular de la Facultad de Derecho de la Universidad de Amberes, Bélgica. Su investigación se centra en el federalismo y la gobernanza multinivel, la revisión constitucional, los estudios legislativos y cuestiones de legitimidad y seguridad jurídica. Es copromotora del Centro de Excelencia Jean Monnet ACTORE, vicepresidenta de la Asociación Internacional de Legislación, presidenta del Centro Interuniversitario Flamenco de Legislación y coordinadora del grupo permanente de investigación sobre constituciones subnacionales en sistemas federales y cuasi federales de la Asociación Internacional de Derecho Constitucional. Maja Sahadžić es investigadora, conferenciante y asesora jurídica experta. Actualmente trabaja como Investigadora en el Grupo de Investigación sobre Gobierno y Derecho de la Facultad de Derecho de la Universidad de Amberes, Bélgica. Constitutional asymmetry means that the component units of a federation do not have equal relationships with each other and with the federal authority. In traditional federal theories, this is considered an anomaly. The degree of symmetry and asymmetry is seen as an indicator of the degree of harmony or conflict within each system. Therefore symmetrisation processes tend to be encouraged to secure the stability of the political system. However, scholars have linked asymmetry with multinational federalism, presenting federalism and asymmetry as forms of ethnical conflict management. This book offers insights into the different types of constitutional asymmetry, the factors that stimulate symmetrisation and asymmetrisation processes, and the ways in which constitutionalasymmetry is linked with multinationalism.
