Este libro se centra en la guerra que se desató entre Eritrea y Etiopía entre 1998 y 2000, una guerra que causó grandes pérdidas de vidas y una tremenda devastación. Analiza la guerra con gran detalle desde una perspectiva jurídica internacional: la naturaleza y el estado del conflicto fronterizo que precede al conflicto armado real, las acciones militares en sí, el papel de la misión de paz de la ONU, la responsabilidad por la multitud de explosivos restos de la guerra que quedaron atrás. Se presta amplia atención a las decisiones de la Comisión de Reclamaciones entre Eritrea y Etiopía y de la Comisión de Límites entre Eritrea y Etiopía. Este estudio no se limita a la guerra y al período inmediatamente posterior a ella, sino que examina también sus secuelas más amplias, prolongando el análisis hasta la mejora más reciente de las relaciones entre Eritrea y Etiopía, lejos de una situación de "no guerra, no paz" que prevaleció después del fin del conflicto armado. El análisis de la guerra y sus secuelas no se hace sólo en términos de cuestiones jurídicas internacionales, sino que se ha colocado en una perspectiva más amplia que la estrictamente jurídica.
