Los 22 capítulos, que incluyen una introducción y una conclusión, se basan en datos de observación; literatura científica, principalmente publicada en ruso; y la larga experiencia de los autores en esta área de investigación. El libro está destinado a especialistas que trabajan en diversos campos de las ciencias ambientales y la ecología; recursos y gestión del agua; recuperación de tierras y agricultura; y la cooperación internacional en la región del Mar Báltico. Este es el primero de cuatro volúmenes sobre estudios ambientales en la región de Kaliningrado.
