Proporcionan servicios públicos esenciales, construyen y operan infraestructura clave y, a menudo, son reservas de empleo público. Sus características y ventajas competitivas inherentes como empresas de propiedad pública les permiten desempeñar estos roles críticos. Sin embargo, sus debilidades en la gobernanza y las ineficiencias en las estructuras de incentivos también conducen a menudo a un desempeño deficiente.
