La polÃtica exterior de la Unión Europea y su papel internacional son cada vez más cuestionados tanto a nivel mundial como interno. A nivel global, un número creciente de estados están desafiando el orden liberal liderado por Occidente y defendido por la UE. Tanto los Estados grandes como los más pequeños están compitiendo por mayor margen de maniobra para poner en práctica sus propios principios y enfoques comunitarios en materia de soberanÃa, seguridad y desarrollo económico. A nivel europeo, ha comenzado una batalla similar sobre principios, valores e instituciones. Los crÃticos más acérrimos han sido los movimientos antiglobalización, las ONG desarrollistas y los partidos polÃticos populistas en ambos extremos del espectro polÃtico de izquierda a derecha. Este libro, basado en diez estudios de caso, explora algunos de los desafÃos actuales más importantes a las normas de polÃtica exterior de la UE, ya sea a nivel global, glocal o dentro de la UE. Los estudios de caso cubren la impugnación de las normas fundamentales, los principios organizativos y los procedimientos estandarizados de la UE en relación con la abolición de la pena de muerte, el clima, la responsabilidad de proteger, la consolidación de la paz, la gobernanza de los recursos naturales, la Corte Penal Internacional, los sistemas de armas letales autónomas, el comercio, la el nexo seguridad-desarrollo y el uso del consenso en cuestiones de polÃtica exterior en el Parlamento Europeo. The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized proceduresin relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The book also theorizes the current norm contestation in terms of the extent to, and conditions under which, the EU foreign policy is being put to the test.
